Metro Bond Funding Announcements

NOFA Updates (7/6/20)

The County received seven (7) applications with requests totaling $71,476,088. Initial staff review was completed in June. All applications were deemed to be complete and met threshold requirements; applications are then reviewed by our Evaluation Committee. The timeline has been delayed from the initial one provided in the NOFA based on three main changes:

  • Extension of application deadline from May 11 to May 26.
  • Additional time needed to secure third-party financial analysis consultant.
  • Metro staff partial furlough resulting in additional time needed for Metro staff review.

Our current timeline is to complete our process and provide Concept Endorsement approval decisions in early September. We are working with Metro to finalize their review dates and will update this information when the details are available. Our approval process includes:

  • Staff review – complete
  • Evaluation committee review – underway
  • Third-party financial analysis – underway
  • Washington County Board of Commissioners approval
  • Metro approval

Washington County Notice of Funding Availability (NOFA) closed on May 26th, 2020.

Washington County is releasing $80 million in Metro Bond Funds for use in the Metro service district outside of Beaverton and Hillsboro. There is a $25 million set aside specifically for non-profits that meet the definition of a Community Housing Development Organization (CHDO) and are based in Washington County. Download here:

Voucher Payment Standards, referenced on pages 10, 14, and 49 of the NOFA, are below. These are the maximum rents that can be charged for units assigned project based vouchers (PBVs).
